Top US envoy tells Lebanese Israel has rejected troop withdrawal

BEIRUT, Lebanon It was a top U-S envoy who carried the message to Lebanon that Israel is rejecting a troop withdrawal.

Assistant Secretary of State David Welch has been meeting with Lebanon’s prime minister.

A Lebanese government official says Welch brought word that Israel won’t pull its troops out of southern Lebanon until an international peacekeeping force is in place.

Lebanon and its Arab backers have sought to amend a U-S-French draft resolution at the U-N to include an immediate Israeli withdrawal after a cease-fire.

Under the Lebanese plan some 15-thousand members of its army would move into south Lebanon to police the cease-fire.
